Minutes of Regular Council Meeting

January 7, 2008, at 6:00 p.m.

The meeting was called to order by Mayor Larry Haver.

The Pledge of Allegiance was repeated by all present. Present were: Mayor, Larry Haver; Council members, Amy Haver, Ron Jones, Ed Foster, Ron Beverly, Mick Pocratsky and Bruce Hart; Solicitor, Troy Essex; Administrator, Kent Miller; and Clerk/Treasurer, Diane Collins.

Pocratsky moved to approve the December 17 minutes. Haver seconded. All voted yes.

Beverly moved to approve the bills. Jones seconded. All voted yes.

Pocratsky moved to go into executive session to discuss personnel. Jones seconded. All voted yes. (6:13 p.m. - 6:36 p.m.) Jones moved to go into open session. Foster seconded. All voted yes.

Planning Commission: The December 27 meeting minutes are in the packets. It concerned a lot split at 101 Bunnell Street.

Cable TV Committee: Foster announced the next meeting will be Saturday, January 12 at 8 a.m. Mediacom sent a notice of some new channels being added.

Finance Committee: Jones reported the committee will meet on February 4 at 6:15 to audit the books.

Water/Sewer Committee: Beverly and committee met on December 27 to discuss storm water management rules and regulations. He asked that everyone read the books passed out and bring them back to the next council meeting along with any suggestions.

Personnel Committee: Haver reported the committee will meet on January 21 at 6 p.m.

Administrator’s Report: Miller reported the following:
IFM has agreed to keep our cost at $5,190 per month. Jones moved to renew our contract. Pocratsky seconded. All voted yes. He has re-posted a position for a Class III operator for the WWTP.
Running an ad for a re-conditioned jet/vac unit.
Running an ad to seLl the old sand filters at the WWTP.
There is nothing new on the fire hall.
Trash is back to normal but because some residents put out boxes again this week, Miller will do a third general pick up.
A new backhoe has been ordered. With a trade-in, the cost will be $39,000.

Miscellaneous: Collins asked council to approve the Volunteer Firefighters Dependents Fund Board Members as filled out. Foster moved to approve. Jones seconded. Beverly & Pocratsky abstained. Haver, Jones, Foster, & Hart voted yes.

Ordinance 2007-19 to amend Section 147.01 as related to eliminating vacation credit from another government entity was read by caption only for the third reading. Foster moved to approve. Pocratsky seconded. All voted yes.

Ordinance 2007-20 to amend Section 147.01 as related to eliminating sick leave credit from another government entity was read by caption only for the third reading. Jones moved to approve. Pocratsky seconded. All voted yes.

Clerk’s Report: Collins passed out the MTD/YTD Income Tax and Cash Reports. The income tax collections were down 5% compared to 2006. The EMS payroll for the second half of 2007 was shared with council.

Police Report: No report was given

Fire Department: Stats were passed out.

EMS Department: No report was given.

Mayor’s Report: 2008 committees were assigned.
